What is the City’s General Plan?

By law, a General Plan must contain goals, policies, and plans for land use, circulation, open space and conservation of resources, housing, public safety, and noise. The City Council, Planning Commission, and City staff must refer regularly to the General Plan for guidance in making development decisions or recommendations. The City’s current General Plan also contains strong community design principles that have been applied to projects since the City’s incorporation, which are visible in the high quality of site development, architecture and landscaping throughout Rancho Cucamonga today.

What did the 2001 General Plan Update Involve?

The 2001 General Plan Update had a special focus on economic development and land planning for key opportunity areas throughout the City.  Opportunity areas, some of which are illustrated below, are portions of the City in which change is imminent and for which timely guidance is needed or where change is desired and special priority is appropriate to stimulate change.The consultant team examined a range of land use options, in light of regional development trends, population growth, and service/facility needs of the community. One of the main objectives of the update process was to re-position the City so that it may maximize its future development potential with the right amount, type, and location of commercial, recreation, and office development. Additionally, this update involved a “fresh look” at the urban design concepts for the community, as well as the design guidance for architecture, landscape design, and streetscapes.

A unique feature of the General Plan update was the fact that it was accompanied by a series of special studies that go into selected topics in much greater depth than usually occurs in connection with a General Plan. These included: a Recreation Needs Analysis and Recommendations Study, an update of the Library Master Plan, an update of the Foothill Fire Defense Study, and a new study of Police Services.

What is the Vision for Rancho Cucamonga?

The new General Plan for Rancho Cucamonga is based on a long-term vision of the community.  The draft General Plan for Rancho Cucamonga contains a long-term vision of the community that has been endorsed and shaped by the General Plan Task Force established by the City Council to provide policy oversight for the update process. This vision—a completely new chapter of the Plan—identifies the values and qualities that shape the General Plan policies and programs and will guide the evolution of our community over the next 20 years.

  • A belief in our families and the need to promote their well-being;
  • An abiding respect for the heritage we share;
  • An unusually strong dedication to community planning;
  • A firm commitment to quality standards for community development;
  • A determination that our citizens and their property would be secure;
  • An ethic of strong citizen involvement in community affairs;
  • A sustainable balance in land use patterns and supporting transportation;
  • Attention to long term economic strength and fiscal responsibility;
  • Active involvement in regional programs that affect the City; and
  • A continuing pride in individual and community accomplishment

These values have been used to draft a series of statements describing the qualities and characteristics of Rancho Cucamonga to which we aspire during the next 20 years. The implication of the vision is that it requires a number of initiatives by the City in order to achieve the vision.
