Rancho Cucamonga has become an employer of choice in the Inland Empire, particularly among local government agencies. Why do we say that? For many reasons. The City is ideally located at the 10-210-15 freeway juncture, just a few minutes from the border of Los Angeles, Riverside and Orange counties. It is easily accessible via freeway or streets from all of the surrounding areas and includes good bus and rail service. As a largely planned community, Rancho Cucamonga offers an ideal balance of residential, commercial/industrial, office and retail uses. The City is home to Victoria Gardens, one of the premier shopping venues in Southern California and has the largest and most diverse array of restaurants in the Inland Empire. Located adjacent to the Angeles National Forest and mountain range, the City is a blend of urban, suburban and even wildland properties. In addition, Rancho Cucamonga is known for outstanding K-12 and even community college opportunities.
The City itself is a combination of full and contract services, providing Fire, Public Works, Parks and Recreation, Planning, Engineering, Economic and Community Development, Animal and Library services. Water/sewer, some electric, gas, telephone and police services are provided either via contract or through outside agencies. As a post-Proposition 13 employer, Rancho Cucamonga has carefully balanced its employee growth through the years, largely avoiding the cycles of hiring and layoffs that seem to signify many other public agencies. It’s not uncommon to find many Rancho Cucamonga employees who have worked for the City for 20+ years. The City encourages long-term employment and retention, with a carefully structured combination of salaries and benefits that ensure competitiveness while maintaining affordability within the City’s revenues.
The Human Resources Department is one of several departments and divisions, including Finance, Information Services, Geographic Information Services and Purchasing, that make up Administrative Services. Human Resources manages the City’s personnel and benefits functions, including administration of the recruitment, testing, selection and labor relations for the City. The Department ensures that all other City departments have a qualified pool of applicants to choose from and that hiring, promotional and if necessary, disciplinary decisions are made in accordance with State and Federal requirements and the City’s Personnel Rules, Regulations and Policies. In addition, the employee benefits function manages medical, dental, optical and long-term disability coverage, along with supplemental life insurance and other related matters, including working with the City’s insurance broker to ensure competitive benefits at the most economical cost.
