Jan Reynolds was elected by Rancho Cucamonga voters as City Clerk for a four-year term on November 4, 2008, and works with the Assistant City Clerk/Records Manager, Debra McNay, who is responsible for the day-to-day operations of the office.

Jan and husband Bruce have been married since April 28, 1966 and residents of Rancho Cucamonga since 1978.   They have three grown children and five grandchildren. Jan retired as an employee of the City of Rancho Cucamonga in December 2007.  During her career with the City, she worked in the Planning and Community Development Departments and the Redevelopment Agency.

Debra McNay was appointed as Assistant City Clerk/Records Manager on October 30, 2008. From 1981 to 2008, Debra worked for the City of Norco and for the past 12 years served as City Clerk. In 1998, Debra earned the Certified Municipal Clerk designation from the International Institute of Municipal Clerks and in 2005 she was awarded the designation of Master Municipal Clerk.

The City Clerk’s Office/Records Management Department is committed to quality customer service, innovation, easy access to public records, comprehensive use of resources, and management of the people’s public records by:

- Providing professional and courteous customer service.

- Ensuring the legislative process including City elections, City Council and Commission meetings are open and public.

- Providing access to complete and accurate public information.

- Reporting and preserving the history of Rancho Cucamonga in a fair and impartial manner.

- Promoting voter registration and participation through non-partisan public outreach.

The Department is responsible for preparing agendas and minutes for all City Council, Redevelopment Agency, Fire Protection District and City Council Subcommittee meetings. We are also responsible for the processing and maintaining of all bonds and their releases, contracts/agreements, recorded documents, resolutions, and ordinances. The Department prepares notices of public hearing for the newspaper, receives and opens bids for city projects, and maintains the Municipal Code for the City. The Department also serves as a Passport Application Acceptance Facility.
