Legislative Advocacy
The City Manager's Office coordinates a very active legislative program focused on protecting the interests of our community and identifying resources available to enhance City services and programs. Our legislative efforts include researching and monitoring federal and state bills, preparing position papers and letters in response to proposed legislation, and working with our legislative representatives and their staffs to promote the interests of our community. The City Council and City Manager's Office works closely with our legislative advocates in Washington, D.C., and Sacramento, as well as with the League of California Cities, to influence policy decisions that affect cities and pressure local control and local funding.

Inter-Governmental Relations
With the City Council’s active participation in regional agencies and boards, the City Manager’s Office provides support and inter-departmental coordination in relation to these activities. Generally, these agencies address issues of regional concern and Rancho Cucamonga’s involvement is critical in order to ensure fair representation. These agencies include SANBAG, SCAG, and OmniTrans.
The San Bernardino Associated Governments, or SANBAG, is the council of governments and transportation planning agency for San Bernardino County. SANBAG is responsible for cooperative regional planning and advancing a transportation system countywide. As the County Transportation Commission, SANBAG supports freeway construction projects, regional and local road improvements, train and bus transportation, railroad crossings, call boxes, ridesharing, congestion management efforts and long-term planning studies. SANBAG administers Measure I, the half-cent transportation sales tax approved by county voters in 1989.
Omnitrans is a public transit agency serving the San Bernardino Valley (from L.A. County line to Yucaipa). Operating as a Joint Powers Authority (JPA), Omnitrans provides fixed route and special transit services within its 480 square-mile service area.
The Southern California Association of Governments, or SCAG, functions as the metropolitan planning agency and council of governments for a region composed of six counties and 190 cities. SCAG undertakes a variety of planning and policy initiatives to encourage a more sustainable Southern California.
