Community Facilities District 93-3 Community Facilities District 93-3 (Foothill Marketplace) is a Mello Roos District, and a special tax is levied on property owners each year to meet the budget requirements for the current year. The district was formed to provide public improvements, such as, street lights, traffic signals, parkway landscaping, storm drains, sewer and water lines. The district is located south of Foothill Boulevard, east of the 15 freeway, and west of Etiwanda Avenue. The special tax for the district is $14,369.00 per acre. The maximum special tax which could be levied is $20,000.00 per acre. The special tax is set each year by the City Council, and is on-going. The bonds were sold in 1994, were refinanced in 1999 as part of the Public Finance Authority Refunding Revenue Bonds Series 1999-A Senior Lien Bonds (MBIA Insured) and Series 1999-B Subordinate Lien Bonds (Uninsured). The bonds for CFD 93-3 will expire in the year 2020.
